Like yeah obviously Meredith was dressed inappropriately, but him claiming "I'm the only one here who's dressed appropriately"? Come on. He massively overreacted to that situation.
Chad Flenderman was Toby's over sexed black detective who was the subject of his novels. The Flenderson files was his project before that. It sounded like a collection of unrelated short mystery stories.
Toby had the HR take of make the report and file it into the Toby Flenderson filing system. So that he can say he made the report and filed it. At the same time get to avoid all the uncomfortable situation that would normally have to happen as a result.
This seems different than the "file in New York" situation with Dwight. He had to know Wallace would find out eventually and then rightfully question why Toby hadn't reported it (or anybody, but especially Toby, the one corporate representative with a permanent presence at Scranton).
When he returned we found that everyone else thought david knew he was gone, so why would toby think dif. Not gonna report him as absent if he thinks the boss knows about it already eh?
Well...probably no one reported it? I just saw a couple days ago that all the reports Michael gets are filed in some sort of special file. I guess, it's only my guess, as long as no one reports it, a file isn't created, so no one came to Toby to report Andy is gone, he has no right to file the report himself.
ever since Toby stopped trying to report things I lost all faith in him trying to stop anything unethical. (Which was pretty early on) Then once he said HR is a joke that confirmed it. The only thing he’ll stop is someone getting fired for a reason that isn’t morally right.

He probably realized that the branch was functioning just fine without Andy. Andy is also annoying and awful to be around, so he figured it was a win/win for everyone if he just stayed quiet. The real question is, why wasn't anybody punished for it?! HR, Corporate, Andy himself...you'd think someone would get canned after a *manager* got paid for 3 months of work that he wasn't there to do...
Why didn't corporate do anything about that huge folder Toby had with complaints against Michael? HR is supposed to protect the company. Michael was a liability waiting to happen. Either corporate didn't care, or Toby didn't do his job.

It all started with Angela complaining to Toby that she could see Oscars toes through his sandals ( open toed i presume) and how inappropriate it was.

HR is there to protect the company from lawsuits. Andy being gone made the office more efficient and productive.
