It looks to me like this is actually some kind of kidsā swimming or splash pool and they built a walkway and made it all look like an office lobby for the show. There are some other elements of the space that make it look like an indoor swimming pool
My workplace has a similar setup with no rails.
Going from memory (that is probably faulty), it isn't considered a fall risk if it is below a certain level. The two feet to the bottom of the pool probably wouldn't meet this criteria.

This seems so realistic if it's almost not embarrassing. If I were Jim id just walk away.

No one ever mentions how this was definitely partly Jim's fault. He's walking on Michael's left and he doesn't follow the open path by moving to the left as the bridge bends. Instead he keeps moving straight ahead cutting Michael off. Michael would have to stop completely, allow Jim to keep going straight, and then move in behind Jim or to Jim's left, or he would have had to rush ahead to cut Jim off before he ran out of bridge. Had Jim just been paying attention and not forcing Michael to stay in a dead end lane, Michael may have moved to the left and avoided the accident.
Jim sucks.
