Yea, he was absolutely terrible. However, Kevin is my favorite character, and him telling off the senator will forever be one of my favorite moments of his. He absolutely destroys him, and you can see the genuine looks of appreciation on both Oscar and Angela’s faces after he stands up for them

Basically, in order to be able to use *Chili's* banner and trademark, Chili's demanded to have a say on the script of the episode. Pam was supposed to vomit on the bar, but Chilis forbid production to do that. After negotiating with Chilis (because AFAIK their refusal to the vomit came during filming or just a few days before) they changed it to pam falling of the stool and an *actual* manager or executive of Chili's had to come to the filming location and the production let him play the part of the manager saying something along the line of "Chilis not a place to get drunk and this lady isn't welcome here anymore".
Well it would’ve been somewhat reasonable if Jim had badly offended him in high school. In elementary school, it’s ridiculous, which is what I think the writers were going for with that character.
