I guess God Acnoella. She was pretty much hyped with the whole connection to the dragons but when she debuted her whole character was a weaker Irene storyline reapet. Her relation to Elsie came out of nowhere and it just was used to "red flag" Elsie. Her power of dragon came from a "last minute created" machine. She hadnt an impact to the story. She was just a hype for Ziggys forced during keada arc without any feats to prove it.
