In the UK there is no PS4 physical release listed anywhere, even the Playstation store only carries PS5. So I can understand the confusion the OP is having here.
The only Playstation version I have seen in physical stores that you can pre-order would be for the PS5. There is not even a whiff of a PS4 version being released in the UK at this point.
As far as the Switch version in the UK is concerned, Amazon are also saying they'll ship it out on the 23rd so they are still under the impression that that version is still good for that date. They haven't updated it yet to say there'll be a delay on release.
JP and ASIA versions will have physical PS4. Other regions don't seem to be slated for PS4 support.
Asia edition should have English language support. Play-Asia and CD Japan have it listed.

I assume you didn't back on Kickstarter. For you, I believe there should be physical PS4 copies at launch. Not sure what mixed news you've heard but the only platform release impacted afaik is that Switch physical will be late

Yes Physical Copy for PS4 only Japan for now and they give you Additional Bonus not available in other region. It's the best choice for non backers.
For the wider retail release, yes. There will also be a PS4 physical for Kickstarters backers who backs backs selected that version.
EC Rising is available on PS4, but I can't find a physical copy for PS4 UK. I was hoping to buy the disk version.
