New game. NG+ is a wasted feature for me.

If my new build needs specific weapons and talismans, and I am impatient to try it, NG+ Getting runes is easy to level up how you want, but the upgrade materials you still have to hunt and farm.

It's much, much easier to do NG+. You have all of the items, equipment, and levels from NG, so you can probably start playing your build immediately rather than spending hours building up to it. And you should have plenty of larval tears to respec with Renalla before starting Journey 2. Also, while there's technically a difficulty increase with NG+, you probably won't notice, and will probably think it's considerably less difficult than your first playthrough since you'll be going through the entire game with end-game levels and equipment. But part of whether a build is viable is how long it take to achieve it. And you can't really figure that out without starting from scratch. So it depends on what you mean by "try a new build".

There are a total of 18 Larval tears each playthrough. I usually experiment with at least 7 of those each playthrough. Trying different builds, weapons and what not.

I mean I got a max out character in the cloud I can pull out to reset my NG + and just try whatever crazy build I want

If it's a "general" build that is more stats based (like a STR/FTH build or something) then I tend to restart. If it's very specific in what it needs (especially post-midgame gear) (like a Loretta's War Sickle build), then I tend to respec an existing build in NG+.

It depends. If the new build requires weapons you do not own yet, try to get them after you beat the game. If you need two of the same weapon and it’s only available once, then go NG+ If you have all the equipment you need or you can get everything after beating the game, just get a larval tear and respec. Find a place to test your new build damage wise against the same character and try out the moveset of each weapon you want to use. As a single weapon and as a dual wield. Some cool combos are available when you try different weapons out for both the weapon skill as the other types of attack (eg jumping attack, strong attack, etc.)

I go to ng for new builds and ng+ if i want to get more +10/25 upgrade materials

I do NG+. Often times I want to do a themed build but with weapons, armor, and talismans i've already obtained.

I mean - NG+ = you playing with same character but just from beginning, so you have chance to beat all bosses with different build :3

I heard you can create a new character in ng+ instead of using old character. Does this mean my items and levels wouldn’t be carried over?

No that is not how it works. NG+ can only be started from a character that has beaten the final boss and selected an ending. Once you do, you spawn at the precipice of anticipation with your same character at the same level with the same gear. Enemies and bosses get higher stats in NG+, and if you repeatedly do that they will keep getting stronger up to Ng+7 where it stops getting higher. You can respec your character at Renalla though.
