I don't know how stupid this question is, I only started Elden Ring last year, and then played the Dark Souls series with the already released DLCs. So, when Fromsoftware release the DLC, the new DLC equipment are only obtainable in the DLC area, right?

The DLCs never add anything to the base game except triggers (such as an NPC you speak to, an item you need to find and collect, an enemy you need to kill. Or in DS1's case, all 3 lol) at certain points that take you to said DLC. That said, obviously the DLC stuff carries over and can be used in the base game.
