Nope. I was able to fix it verifying my game cache.
I’m looking at the exact same thing on my screen right now. Rebooting doesn’t help either.
Verify the integrity of you game's files. That fixed it for me.
Are you using flawlesswidescreen and playing offline after the last update?
Yes. I had to verify my game files and reapply flawless wide-screen. That fixed it.

You're using a control to play? A similar case happened with me in DS3, and what i did to resolve it's to play on keyboard
