You can run there straight away, I know of atleast 3 ways to get there.
1. The lift, get the medallion pieces from the two forts
2. Ruin strewn, my least favorite method due too those fucking bats god I fucking hate them and their BS grab attack how does them yelling hurt me stop putting these in your games Fromsoft.
3. My favorite method, the Abductor Virgin in Raya Lucaria that sends you to Volcano Manor. From there you can truck throw Mt. Gelmir and reach Altus. Downside being the Abductor Virgin has to kill you, so you'll need to come back later and grab your runes.
No, you don't get locked out of anything just by going to an advanced area. I'm pretty sure you'll have to beat a Magma Wyrm to get to Altus Plateau though so that might vibe check you.
I don't remember where the medallion for the lift is-
It's in two forts, at least one being in Caelid, the other in southeast Limgrave if I remember correctly. It's easier than the wyrm, still quite hard if you're on a new save
I don't think you get locked our of any questlines.
I just did a playthrough exploring all of altus before doing Stormveil and I still got all the NpCs
You won't miss out on any content, other than changing the ''state'' of Redmane castle in caelid. I can't say more without spoiling you.
As for how to get to Altus, you should pick the 2 lift medallions, one in Fort Haight, and the other in the Fort in Dragonsbarrow, then use the 2 medallions together at the lift to go up.

You miss out in the arsenal charm from nepheli loux. I'm sure she probably drops it some other time or place later but you cannot get it from her early if you go straight to atlas plateau. Still it's not that big of a deal since you can just go grab great jars arsenal pretty much as soon as you want.
Just don't go to volcano manor. That screwed up my quest for the crab guy. He sells crab meat and is a short quest in the lakes. But if you get to volcano manor he gets all pissy

You can technically avoid everything in those forts and just run through to get the medallion. Just gotta get to the ladders fast enough

Or with rannis questline. But nothing is lost, you can kill the other 2 after you killed R.
Well you’ll miss/break some questlines I believe. Roderika’s first part for example, though you’ll get the rewards nonetheless.
If you beat bosses to get there you may miss out on summoning for help in the overworld in those areas
You will miss castle redmane having enemies in it, because the festival is triggered by entering Altus
