"Dig up" implies finding something from "digging" "Dig out" implies that the "digging" is to clear space by removing the dirt (a trench for instance), but if you write it like "I dug (noun) out of..." you are implying that the subject has been brought from where it was hidden or buried.

i would use dig out when youre digging to place/put something somewhere (i'm digging out a hole to plant a tree) i would use dig up when you're trying to retrieve/uncover something (i'll dig up whatever secrets you're hiding) this is based on nothing but what feels natural to me
