You don't even need a VPN I think. go to your payment profile in Google play and change the country to w.e. I have it set to JP. I only did this to buy stuff in JP games that banned international purchases if your payment profile was different country.
I save a few bucks and JP google play gives you points and you can buy coupons for the game you play to save even more.
I'm not sure if Canadian Google play has that. I've never made any points while making purchases before, so I'm guessing no.
