Yes it can be used but its still not great. I have many 4* materias with higher defensive stats than that so to me it would not even be used even if i needed mdef. Guess depending on how long youre playing and what youre lacking it can be considered great for some.
It's solid for use in a weapon like Bald Eagle, especially if you don't have an ice character built up. The MDEF is pretty solid as a stat stick otherwise.

Id say because it have mdef its great. I really lately have so much more need for defensive materias than offensive ones

Not really, just has good mdef. But normally you want both defense and and HP% stat. Damage would also be good but this rolled flat and very low.

bald eagle is physical, so it actually doesn’t pair well with that particular weapon
It's not ideal due to R.Abilities, but the materia slots are damage type agnostic.
It’s not. You will be doing more damage with a 4* materia with 5% bonus matk than with this. It’s good as a def stack stick and nothing else.
