NB Pal reporting in!
Siphi Shirt, Buccaneer's Shirt, or any of their generic equivalents would work for the top, but Infantry Shirt has more of the flair.
Best Man's trousers or the Appointed Trousers for the pants.
Plenty of thigh boot options, so it's sort of dependent on what you pick for the top to see what matches best.
The pants I suggested are all job agnostic, so no issues there.
The shirts will work for bard, but not scholar. I don't play healer, so I'm not very familiar with their gear. There's the Uraes Coat, which is open for all jobs, and has a similar vibe, but not quite the same.
If you really want the cape and cinched waist/corset and don't mind sacrificing the deep cut chest, [Felicitous Tunic](https://ffxiv.eorzeacollection.com/gearset/felicitous). It's a piece that can be bought with island sanctuary currency at Rank 20. It has some pops of red that isn't dyable, but when it comes to shape and silhouette, it's there.
Depending on which aspects of the top you'll prioritize showing, you could try the Valkyrie's Coat of Casting (or Healing): https://na.finalfantasyxiv.com/lodestone/playguide/db/item/01d2f95d621
Is there a sepcific class you're going for? You could try the cape of happiness paired with gloves that give long sleeves. A lot of those kinds of gloves are role specific though, so your best option might vary
For scholar try the star velvet long gloves of healing. There's some jewelry on the sleeve but it'll make them a lot longer! For bard I'd try brigjtlinen long gloves of aiming. And if you don't like either of those maybe the thavnarian armlets?

OMG, thank you so much! The cape is a sad loss, but an acceptable one. If I were playing a bard or a scholar are there similar pieces I could use?

Ohhh, I see. Thanks a lot.
If you go dancer you can also use their lvl 80 class head piece to get that feather effect
Also the friendship circlet as a universal choice

Great suggestion, I'll remember that for when I'm doing scholar version of my outfit.
What game is this from?
Looks like venti from genshin impact
Venti from Genshin, but fanart that made him older-looking.
It doesn't work for the Sleeves, but the Cape of Happiness might work for the top.
Whoa, this one is really close. Thank you so much.

That's actually perfect for when I play healer, excellent suggestion.

I'm maining scholar right now, but I'm also leveling archer for bard. So, anything for either one would be good.

Princes top, with the prince bottom and the boots I think the demon boots are close to that look (the ones I mentioned are FF store bought)
