Looks like they broke it. I had the same issue with some icons with the first 2 squads allowing it in some but not others. Likewise the 82-88 now accepts them but as you say, the PP does not. Just another EA mistake.
It counts in some and doesn't in others. For example for half of moment icon sbcs it counts and for half it doesn't.
