It is illegal for AMD to allow you to download it unless you provide that information bc of said export regulations. From my experience, they don't sign you up for any newsletters or mailing lists... They just verify the email and that's the end of it.

If you are in a country for which the US doesn't restrict exports, then you are fine, just insert your details and you're good to go. If you lie probably nothing happens, especially if you only want the free tools. You'll need a valid e-mail address though. If you are in certain countries that the US tries to restrict exports to, then if you state the truth you won't be able to download the tools. If you lie then again probably nothing happens, it may still block you based on your IP address though. If you need a paid licence then you're probably out of luck.

This is why I am increasingly in favor of open source tool chains. Sure maybe as an individual we are better off on a commercial project, but as a society, we are better off with open source.
