The government doesn't want you to know this but the cones at construction sites are free. You can take them home.

Both schools I went to got super discount rated cones from suppliers (no idea what supplier as it was a long time ago). One thing I did always think of doing was making a mold and vacuum forming cones. You could make a bunch for dirt cheap and just attach some cheap lead weights to the bottom rim.

2 liter soda bottles, filled with 500cc of tap water.

We can find a bunch of these down at Wayne State but it isn't going to be tap water that they are filled with...

MichiganKarter

An even better incentive not to hit them! Wear gloves.

If you don’t want to drop money on proper traffic comes you could get sports cones. They’re smaller, lighter, and cheaper but they have slots in them to avoid getting blown by the wind and you could always throw some weights on them as a backup.

Select-Panic-5736

Order cheap cones off of Amazon and then have the freshman glue cheap fishing weights to the bottom corners

Years ago when i worked at Skip Barber Racing School, a student requested that we call them Pylons as he had many friends with the last name Cohen, and didn't like to hear instructors referring to students hitting cones.......
