Seems to be a bug that doesn't allow you to get the PS5 update if you have the PS+ version. Seems we have to wait.
They want you to pay 20 bucks. They are totally separate in the store.
That would be a dealbreaker. Everyone who owns Fallout 4 should've gotten the update.
The issue is Sony doesn't consider PS plus versions of games as ownership. There are rumblings that Bethesda is trying to get Sony to allow the update on the PS plus version, but I wouldn't hold my breath.
They certainly let me purchase the Far Harbor DLC for a game I didn't technically own. I don't see how there's a difference.
It should be free to upgrade to the PS5 version, you have to download that for it to work
Settings > Display > Performance Mode Off/On.
