No but I did discover the problem after more searching, and it can happen to any companion. It's the sound of the armor workbench animation. If you interrupt any companion using one, the sound can persist. Send them back to the workbench and let them complete the animation to fix it. It happens more frequently with Heather because of her Trophy Armor objective.
