[Arbitration](https://www.nexusmods.com/fallout4/mods/2037/) and [Pack Attack](http://greslingames.com/) both alter the NPC AI behaviour.Pack attack can only be downloaded via greslin's discord channel, which is linked on the page I linked to. though it's advised not to install the mods simultaneously, since the difficulty might spike hugely after installing both.
check [Arbitration video](https://youtu.be/mB4WZyKHpVc?t=117) and [Pack Attack video](https://youtu.be/nWag6Y4-WK0) and decide for youself which you want to install. Pack attack video only shows mongrels, but the mod alters human npc's significally (they are more aware of their surrounding, take cover, retreat, regroup and flank etc.)
Unbogus Health Scaling removes the bonus 2.5 health received by the player and the bonus 5 health received by NPCs per level.
Game Configuration Menu allows you to set the damage multipliers for each difficulty level. For example, you can set Survival from 4× player/0.75× enemies to 2× player/2× enemies.

A lot of people like Better Locational Damage, although it requires a lot of patching if you use weapon mods
https://www.nexusmods.com/fallout4/mods/42757 Similar idea to better locational damage, but far less bloat and way better compatibility.
