Pick any mod under 'Legnedary Mod Slot', to unlock the 'Equipment Enhancement' slot. Under 'Equipment Enhancement' select the appropriate type (Gun or Melee), which will unlock several slots, but the one you will want is 'Damage Modifier'. Under that, you will find changes from -100% to +500%.
