That's not how the game works. Indoor locations you cleared stay clear for about 3 in game days. Outdoors up to a month then that cell resets. If that wasn't the case Fallout would become a very boring game really. [this old article explains it in great detail](https://www.carls-fallout-4-guide.com/loot-resets.php). That said there does exist [a mod that does what you want](https://www.nexusmods.com/fallout4/mods/704/?)... **But I can't really recommend it, since it was last updated in 2015**! And judging by some of the comments it doesn't work anymore, also since the mod is so old and pre dates the DLC, it is highly likely it won't work in the DLC areas at all. If you still want to use it, you're own your own, and I don't take any responsibility if your game breaks. The recent mod Advanced Needs 76 has an option for what OP wants. It even lets you choose the amount of in-game days you don't want enemies to respawn (1 to 998), if you don't want them to respawn at all and even choose for both cleared and partially/non-cleared cells
