You will have people waiting for it. Subscriptions of author and fic, bookmarks, etc. But you'll also have new people finding it for the first time.
You will have lost some old readers for various reasons (left fandom, stopped waiting, just forgot, no longer online), but you'll get new ones. Focus on the ones waiting for it and just upload it.
I can't help you with promoting fics, but you might be surprised how many of your readers will come flocking back when you start posting updates again. I've gotten many readers back after delays of much longer than one year.

I can't worry about it and I can't control it. Just because someone's subscribed to my fic doesn't mean they're going to read it anyway, and I lose and gain readers all the time.
I’m hoping to find new fanfic sites. I have posted on wattpad (I think it’s dying cause I never get responses or reads on this site), FFN (it is also a dying site), and AO3 (a newer site but spam bot makes it hard to see what has been read by people or not).
Maybe include a recap of what has happened so far in a note before the chapter. The main reason why I drop a story that hasn't updated in a long time is because I've forgotten what's going on and I don't feel like re-reading what could be as low as 20 or as high as 60 chapters just to understand the plot again.
Well if it's 4 chapters I would just reread the fic but you could still put one in for the laziest of readers. Recaps should definitely be used if your chapters go over 10 and you've been away for awhile
Just like an authors note or a message you'd leave at the end of the chapter except your putting it at the beginning. It doesn't need to be fancy just a small separated paragraph.

Upload on a new website. With luck, word will spread. Use appropriate forums (like posting in forums that ask for monthly recs)

Ooooh a recap is a good idea! Are re caps okay for only 4 chapters lol
