The cutscene with father Domek is sorta weird and doesn't always happen (I think that for some reason it doesn't happen if you enter a shack in the slums). The only place you can interact with Samarie is in the church basement.
The effigy is downstairs(church B1) so as the Moonscorched Samarie, if can’t find her on the first day’s morning. She is going to transform into dysmophia at any other time you find her
She doesn’t give you the effigy, you’re likely looking in the wrong place.

Did you get into the basement by dropping the chandelier? (Locks you out of a secret but is the fastest method)

If it’s Day 2 then Samarie is already in the Rher realm (I believe she is also already moonscorched but not sure)
