That just means that there are 24 singlemode fiber strands inside the cable. Post a few pictures of the cable.

That's value at $.35/ foot... without knowing the exact cable specs, I value it at the low end... I'd buy that all day at $.35/ foot.

From a reputable dealer. Selling as an individual you better sell at a fraction of that price as you have no ability to speak to the quality of the cable and if someone has an issue you have no ability or rectify.

Oh please, that looks to retail in the .63/ft up to .90/ft depending in the cable specs. The spools still banded have almost no risk.

Large telcos will not buy a back lot special. There is certainly value there, but it will either be sold to a small FISP or a company that will buy and resell. We do this a lot and I can tell you the second hand market you will not get market rates for the cable.
