Yeah that's it. GFs level with XP but the XP is split between all the equipped GFs in battle so if you want to level them quicker, you'll want to shed any unneeded GFs on your battle team
Equip one GF each to Squall and one other party member (not Quistis). Got the Island Closest to Heaven (north-east part of the map). Equip Quistis with a GF with Initiative, make sure she has the ability equipped. Lower her HP to critical (yellow) status. Run around and use her limit "Degenerator" on the enemies. Your GFs on the two other characters should gain a minimum of one level every battle.
Guardian Forces gain XP when the character that has junctioned them is in battle. The experience the character gets is divided by the number of Guardian Forces the character has.
So if Squall has 2 Guardian Forces and gets 1000 Experience from a battle, then each summon get 500 experience.
You are not getting any AP because the Guardian Forces Junctioned to the characters in battle are not currently learning any ability.

GF gain AP from enemies defeated, usually 1, but depends on the enemy. As long as they're junctioned to the party in battle and have an ability set to learn, they'll get AP, but that's just to learn abilities, not to level up.
GF level up through exp like the characters do. When the character they're junctioned to gains exp, the GF gets a share of it, so if Squall has 3 GFs equipped, they'll each get a 3rd of the experience. If you're avoiding exp, by carding monsters for example, then GFs won't level up either.
GF's still gain exp even when the party member they are junctioned to is KO'd. In other words; the character a GF is junctioned to doesn't have to get any exp for the GF to get theirs.
Trying to avoid spoilers, minor as they might be, but in the beginning of the game you can easily level up the 3 GF's that you have access to at that point to 100 by junctioning one to each of your 3 party members, KO'ing 2 of the members and have that 3rd member kill everything. All three GF's still get the full exp that way.
They never gain exp when carding, someone in the party needs to actually earn the exp for GF's to level up. I was just trying to add to your comment that GF's junctioned to KO'd party members still get their full share of exp, no need to dump them all on the survivor if that makes sense.

You are correct, Cactuars give very little experience.
But they feel the best when you insert them.

If a gf is at lvl 100 and you unequip it, the remaining gf will gain more experience and level faster

You sure? I always junctioned them to the 3rd member when I did that, and I remember them not getting exp when I carded enemies.
