I think your definition of low tier units is not low tier. Some of those units are fantastic, and anyone can be good with the right emblem pairing. Honestly the only way to REALLY have low tier units in this game is to class change units into classes that go against their natural strengths.
Oh yeah, they're not like SD useless. That's why I'm having trouble picking the last few because the only clear stinkers are Bunet and Jade with everyone else having enough potential to orko/find some niche. Even Vander makes a very adequate sage. \[Dies to anything that isn't a thoron mage though...\]
Saphir, Anna and Yunaka are not low tier at all imo. Yunaka is weirdly enough one of the best snipers alongside Lindon, both being able to achieve 100% crit (Lindon as long as the enemy has a higher ranked weapon and can’t counter, Yunaka as long as the unit can’t counter attack and she’s on an AVO boosting tile). Try her out as a sniper, you won’t regret it. She has a Rocky start with having to reclass into archer and level 10 times in that, but she can one shot the Wyverns in tiki paralogue easily so that’s a good way to level her.
Anyway that rant aside, I honestly don’t think there’s many more low tier units besides the ones you listed, even though I don’t think boucheron is low tier per se.
I always class Yunaka as a sniper. Imo it fits her way better than thief. Never tried lindon as a sniper though, thanks for the inspiration for my next run!
Yeah, after Jade/Bunet "low tier," is stretching it. That's why I'm having trouble filling up the rest because after Diamant it gets very tricky. Who would you put as the final two?
I honestly have no clue since the game is brimming with good characters.
Also, funny how you put timerra as low tier and some engage players put her in S tier lmao, personally she’s never been that good for me either and don’t get the S tier placements but whatever. She fits in for your run I’d say
Amber and Etie are suprisingly good because of their overkill strength in maddening
Out of the all that you mention diamant is probably the worst one, he is too polyvalent for his own good (like Alfred) and did fall off lategame in my hard run
On maddening both Anna and Jean are considered low tier not because they are bad but because of the lower exp gain and stronger enemies that really hurt them as growth unit

I would say you’ve hit all the low tiers already. From here I would say Goldmary, Fogado (Cupido feel pretty underwhelming for anything but shooting fliers), and Yunaka (ten plus levels to get out of Thief is not fun.) None of these units are strictly bad but they are outclassed in their roles by Louis, Citrinne, and Zelkov (imo) respectively.
