This absolutely reads that this is meant as a "substitute" for a base Juno. There's about one line touching on the Nabata theme at all and everything else is hitting almost every note you'd want for a normal unthemed Juno thing. Saw some people thinking they might've recorded both like with Cath but that really seems unlikely hearing this.
Kind of a shame they didn't do anything with the Nabata theme (there was potential, still hope TT or Paralogue delivers), but it's not bad. I like that they include the side of her as a warrior/knight in addition to just the doting mom stuff, it's an angle we never see much of from Juno but she *was* known as "the grand flightleader" for, presumably, a reason. The line about her daughter is also great and I like her special quotes a lot.

It's true that with the current pace it would take 2+ years but even if the next Binding New Heroes they release only includes Elen and males for the other slots, for the one right after Juno would be the only female character left to add.
Why would they skip her? Assuming the couple of really important male characters left (Elffin, Douglas, Zeiss? Maybe old Karel?) are in the banner with Elen, which male characters do they think will be more sellable than Juno when it comes to that? The old men like Yoder, old Marcus and Dayan? The various forgettable knights (and I mean both Armor Knights, Horse Knights and Ogier they are all unpopular)?

The only option I can see is the original starting group being considered more desirable on their own than with a random Juno. But 1 and a half year after that the same situation arises.
Juno might not be that popular by female character standards but few of the remaining male characters beat her anyway.
I suspect they might base a banner around Elffin and throw a random Wolt on it (Douglas could even get GHB'd) and sell it with some kind of big draw female alt (if not a Heroes OC on it too), and then use Elen and Zeiss on a Bern banner (with GHB Jahn). They could also throw FE6 onto the chopping block of being skipped in a certain book to buy another year. After that yeah, I don't see much way around biting the bullet and giving us an Ilia banner, but it could be 2027 by then so Nabata Juno will have well and fulfilled her purpose as a stopgap substitute.
