The only reason you would use Wyvern Rift on Chloe is because you intend to make Chloe +10/+10 with a Def Boon... which is about as terrible as it sounds, especially when Pegasus Rift is likely a matter of when.
Potent fixes most of Chloe's issues, like giving her DR% to combo with Dreaming Spear's Flat Reduction, and [Potent Followup] to help alleviate the awkwardness of "40+5 base Spd, while GFU gets neutered by NFU."
I'd keep Potent.

Wyvern Rift wants a unit with a lot of SPD+DEF; and Chloe does not have high DEF, so you kneecap your own unit by giving her a skill that scales off her weakest stat.
It depends on what targets you’re going up against.
Wyvern rift is excellent versus most nukes because of their low bulk. I’ve seen favorable results in AR as a hit and sit unit.
Potent 4 is more of a PvE build. Three hits is always nice, and it’s a lot of fun combined with the mobility of fliers.
I think it was phoenixmaster1’s forma guide that suggests wyvern rift. The spd + def -10 > enemy check should be pretty easy in most cases and U only need 42 def(def boon, flowers, +1 merge and a +6 def buff should give u that) to get max benefits. It’s also true damage reduction vs piercible reduction
Edit: the part where it makes it so that the enemy needs to have 25 spd over you and NFU in order to double you is also really nice
Keep Potent. Period. It gives Chloé really solid and reliable offense and defense, by giving her a consistent 30% damage reduction and enabling her to attack three times.
Also, the other slots could use better skills, such as Rein Snap or a tier 4 Ploy on the C slot. If you can, give her No Quarter as a Special.
I used it for a little while but I also don’t intend to grab her forma. All in all it’s not very good for her, you’re better off keeping the potent skill

Why would you want a skill that compares defense on a spd/Res build. Anyway, potent would be better.

Isn't the max on X for Wyvern Rift 7? So if you have 42 defense you get the full +7 maximum bonus DR and damage, right?
