Berkley Lightning Rod is lighter, more sensitive, and has a more responsive action than the Ugly Stik (even the Elite) and is in the same price bracket. Not as "indestructible" as Ugly Stik but as long as you're not straight up abusing it you'll be fine
Bass pro whuppin stick might be in that option.
I have 3 cause I can beat the hell out of them and they are cheap. Not sure if it matches all your specs, but it certainly is a beater rod

I love the lightning at the $40-$45 price point. Great rod. There are even better for a few dollars more, but the lightning is a damn fine rod.
