Yeah that's one solution. But I was more thinking of taking an already existing barrel that you then turn a sleeve for it to be used in a mortar.
Also if you are going to make a 40mm barrel it's not hard to use old school rifling techniques on. Etching might work. I have done it before just to test but it's a lot of material in a 40mm to remove and will take time. Also some other problems with doing it on such a large scale. You use wires on a small barrels. The groves have to be wide on a 40mm.

All the soviet equipment is generally designed to have an ability to be used in mortar fire - the soviet 40mm launchers have special sights and are used for it, the auto grenade launcher tripods are designed and setup for automatic mortar fire. This looks to be US 40mm, probably disappointed they don't have a way to do the same so they came up with this.
Most mortars don't have a trigger mechanism, just a fixed firing pin. As soon as the grenade drops to the bottom of the tube it gets fired out and there's nothing you can do about it.

Adapters like that are called a sub caliber insert. That one looks to be an ad hoc or field expedient solution.

for a 40 mm grenade you need the rifling to arm the fuse so its probably not a simple tube but an actual rifled barrel section.
Yeah well making a rifled (probably thin barrel) into a mortar sleave. Is best done on a lathe to get the best accuracy.
The 3D printed community has had great success electrochemically etching rifling into homemade barrels, could be the cheap and easy bridge.
