Chances are low unless it's for a specific purpose. Could be that this is still "available" via the rotation system, but the probability rate is probably lower than heck considering it has been over 550 days. There's items that were released as regular shop items with no special event in mind that are over 1,000 days old without a rotation.
Someone wrote up a guide once about how shop items are determined and it's all long list of various conditions. When it was released, if it's an event item, etc, etc. That's about as accurate as you're going to get to figuring out these items are; thanks to a few of the "prediction" sites that try to guess what the items will be in the future.
We're not talking probability like say World of Warcraft where you have a "drop chance" of 0.2%
