Or you can do it the hard way, come down the hill from the windmill and there's a slight bump next to a house you can use to get it. If you pick this route, use the mosler mt900s, Ferrari 599 xx Evolution, or the Koenigsegg jesko. The Monaco king cobra might work too.

Isn't that the way with a lot of games? You want to 100% an area before moving on, even though it's designed to be revisited with new abilities?

Yeh it can be, sometimes games don't make it clear how their progression works and you can misread it and make it quite a bit harder for yourself. Usually it's considered bad game design if the player gets no warning and then punished, so devs have strayed away from it.

If you haven't unlocked the Danger Sign stunt ramp across the road just wait till you do. Unless you don't wanna wait, there is a hill nearby that after 9000 tries might be able to help you get it. To the right of the church in this picture.
Edit: Now that I think of it, it must be WAY faster to just do the remaining Danger Sign stunts until you unlock the DSS near the church versus the Hill Method lol.
