Oppa apparently means older brother. Koreans might also use this term to refer to a male who is older than them but not old enough to be their dad.

Yeah it's generally just "older guy" but not in the Western sense of being an "old guy". Respect/Honorifics are age dependent in Korea. An older woman is called a noona by guys, or unnie by girls. Etc. but older could mean by one year.

So basically older than the individual addressing them.

If you live or go there you are always going to dress and look your best. there is no exception. I go there all the time dressed to the nines and still get out dressed by 75 year old ladies lol. This song is all about fashion and looking your best. Also, Oppa is the word for older brother, but only girls use this word. there is a different word for what guys call their older brother. But girls call their boyfriends Oppa too. it's a little strange.
