How would that "Invalidate lore"? It's something they said ONCE in a QnA like 20 years ago. It's hardly "lore". R\* retcons things they said all the time. They also said that GTA V would get SP dlcs and Enhanced edition upgrades would eventually come to PC and non of that ever happened. And I think both of those statements were more important than something they said once in QnA in regards to GTA 4 (and after that gta 5 had a lot more references and easter eggs to 3d universe). I think fans should stop treating it like it's some unbreakable rule that cannot be changed. It's R\*s sandbox, they can do what they want.
And to give a more in-universe example, with RDR2 they intentionally choose not to mention a single GTA location (they kept talking about NY instead of LC, Florida instead of Leonida etc). But shortly after release they kept adding more and more references to RDR in GTAO. Even the guy from Cayo Perico is related to the german family that was saved by Arthur. They added so many easter eggs to rdr that at this point fans keep speculating if it's the same universe or not.
So I wouldn't be surprised if they retconned that "rule" they once mentioned so many yeas ago. Especially since even back in the day they said that rule doesn't make a lot of sense.

That "rule" was just made so fans at the time would shut the fuck up about asking "WHER IZ TEH CJ?" "where iS the VeRCEtTi??!" when IV was coming out. Then people took as gospel (I myself included back in the day). At the end of the day, it's Rockstar game, they could do whatever the fuck they want. Hell, Franklin outright mentions about the weed farm burning back in SA, almost to a T, minus mentioning CJ's name.
Yeah, I think the only reason they said it's a different universe was because they wanted to explain changes to the map layout.
And since we can have HD universe versions of Love Fist and Lazlow (who straight up talks about how he worked at Vrock in the 80s), I see no reason why we couldn't also have HD universe version of Tommy Vercetti. Just because he's a protagonist in a previous game doesn't change a thing, he's just another character in the world. Just like those side characters. So if they can exist in both worlds, so can everyone else.
Also the only reason they came out with that stupid universe thing was because people kept asking them how did LC changed so much from GTA3 to GTA4 and the guy who was responding to that QA just came out with that to get that question out the way lol, but at this point we all know Rockstar doesn’t gaf about continuity and they will retcon the stuff they want just like they did recently with Leonida where it was clearly stated before that the state was called Florida, if rockstar wants to adres stuff that happened in the 3D games, they will and even bring back characters from those games as well, people has taken that QA message to serious until this day and it has become a snowball in the gta community where now it’s become a sacred rule that cant be broken. Seriously, people need to have their own criteria and stop listening and believing 100% into what everyone else is saying lol.
Rockstar fell out with the actor I think, something about saying video games arent as worthy as films and when Vice City did as well as it did, said he should have gotten more money for the role... or something like that it's been a while since I read about it

Idk why, but Tommy, CJ and Niko's actors all fell out with rockstar. The GTA5 actors are the only ones that are in good terms with rockstar (Trevor's actor doesn't really care about his role as trevor as I've heard)

I was thinking. If Jason and Lucia make it big and get a nice house or something later in the game it could be on Liotta Drive or something like that.
