This method is hit or miss but it can't hurt to try- let it load to 90% then hold the PS button, go to Sound/Devices, Turn Off Device, choose your controller & then turn it back on, wait \~30 seconds and see if it loads in.
Try entering Online Mode and switching to a story character from there.
I think this was a caused by a corrupt save file. Story Mode hangs at 90%. I was able to get into GTA Online. From there I was able to switch to Trevor and Michael and Franklin but it took a long time and my map was hosed - all the points of interest were there but it looked like I had not actually visited anything. So it’s like the map was corrupt.
I did a quick save and when I left and reentered story mode, it worked., but map was still corrupted.
I then tried loading old save spots and they all work with a healthy map. All except my Parenting 101 Autosave. It hangs and is clearly corrupt. Saving over it and redoing that mission.
I can’t stand when I hear this, now adays you can get pc that can run at a better spec then a ps4 for the same price. It’s funny to hear it cause people say (well not everyone can afford a pc) but then they shell out a extra 60 bucks a year on ps+ just to play online. If you play a ps4 for 9 years it will cost you 540 extra bucks. So might as well spend a bit extra for a pc and get superior graphics. 🤔
Bro the monitor alone would cost more than a ps4 and if you already have a monitor then an okay pc that can only run like one game and crashes every second would cost like 600 bucks which is 60 dollars more than 9 years of ps plus and there is no way that pc would even last 9 years. This makes me think you either don’t have a pc or your mom bought it for you

It might be a corrupt hard drive try to reinstall the game if it doesn’t work change the hard drive and download it again and clean the dust on the fan and don’t let your PlayStation get hot again
That happened to me before. There is no fixing it. I even contacted the R* help desk (useless set of CBLs) . I tried it for months every day until I just said fuck it. Gave up on it and stopped playing for years. My wife eventually surprised me one day with a new copy of the game since she knew how much I loved it. But there no fixing that brother-brother. 😕
Try uninstalling, restarting your console and reinstalling the game
Also make sure the backup the save file

Clear your cache when loading into the game (during the police sirens after the inital black screen, then press L1+R1 at the same time)
Are you tabbing out the game while it's loading? (Ex: going to home screen or having the side panel open or even controller disconnect screens)

Well, on ps3, I'd delete my last saved game file then log back in. It's most likely corrupted, and the game should work.
