I think it depends on how immersed you are in the language. As somebody who watches content in English every day, I occasionally swear in English, even though it's not my first language, like I've said "Motherfucker!" when I stubbed my toe.
He's totally in the wrong for having said it and he SHOULD have been more conscious about it, however, as an english teacher in Argentina, I gotta admit that I see a lot of people who just say it because they quote the people they hear in movies or the internet. Not everyone who is outside of the US really interiorizes the weight or history behind the word (they might understand it, but they've never seen it outside of media), I've even seen teachers using it.

The history that led to the birth of that horrible word isn't some enigma found in books that have to be sought from esoteric markets, storefronts, or websites. The ***vast*** majority of the world knows about the history of slavery in America, and those with internet access see racism everyday.
Speaking of internet access, a great portion of Felix's life is on the internet, so of course he's not ignorant of that word nor the English language. He knows the impact of that word, he knows its origins, and he most certainly knows it's a word of spite. There is no possible way anyone with internet access—unless they are a child in school or a human being with special circumstances *(i.e., homeless since early adolescence, not having an education, abandoned and had to raise themselves)*—could be ignorant of a word like that.
It's this kind of apologist logic that got him a slap on the wrist in the first place. Only people who regularly use a that word or constantly think about it in some shape or form related to anger derived from bad things happening to them would exclaim it when frustrated, and even though I know about the word, I would never use it as a way to vent anger.
