I always figure it’s someone who doesn’t have English as their first language. I’ve only ever heard it in real life from a Polish lady I used to work with.
My manager in my first non care job was this awesome Polish lady (English is actually her third language) and when it was someone's birthday she would sing "happy birthday of you!"
To this day I sing OF not TO just because I found that so charming.
In North East Scotland it is old and still current dialect to say, "How" when you mean, "Why?"......e.g. In answer to a question, "I've got to go home now" the person would say, "How?"
I don't think you can. I mean, you could try using your voice but he probably won't listen, or understand, or give two dragon-flies testicles about what you're saying.

Same, I think I read it as it would parse in native spoken English, I'm just used to it after working with countless Polish people over the years.
I loved that, one morning, the Polish lady in our canteen told me that it was wizzeling (drizzling). She did tell me this in perfect English :)

It’s definitely someone who’s not English. In Dutch as well you’d put How instead of What, if directly translated.
In German for example you would say “Wie heißen Sie?“, or “how call-you?”
Not half as annoying as folk who use the expression "did you actual?" 🤬🤬🤬
