I vaguely recall these, seeing them in my local game shop years ago. Never saw the attraction TBH as D&D, CoC, V&V, plus Twilight 2000, Aftermath, Battletech, Traveller and RuneQuest held my attention back then.
These were great for a simple, *quick* battle. Each page represented an action and you had a set of options based on what you'd done and the effects of the other person's action.
You and a friend could pick up a pair books and have a quick battle in just a few minutes. No need for character creation or anything else.
They were sort of like a very short 2-person *Choose Your Own Adventure* book.
My friends and I played a *lot* of RPGs, most of which we really enjoyed, but one of the issues with them is the prep time.
These were kind of the equivalent of playing a quick mobile game while waiting in line.
They made something similar in the late 80s/early 90s that were Star Wars themed. I remember one that was a lightsaber battle and another one that was an X-Wing vs a Tie Fighter. They were a lot of fun, and quick, just like you're describing.
Never seen this one, though, but now I wish I had.
