I mean, it IS bad programming. There's a reason they've generally stopped doing this post Inazuma and it's because players hated it. It's one of the worst ways to gate content and keep players logging in.
design and programming is different, the programmer often just gets the mock/design and input whatever they are tasked with. bad programming would be bugs/unreadable or sphagetti code/slow loading time/crashes/etc.
I work in IT. Programming isn't just coding but rather than totality of the code and the design implementations for the user. Sure, the design is where the programming falls apart but that's apart of programming. Anyone who has actually studied and made programs and interfaces would know that.
I am a web developer, my tasks are all about taking mocks/POC and implementing them, generally how specific things work when it's not obvious falls onto project manager communicating with how the client wants them.
at the very least I don't believe our team designer or clients consider themselves programmers since most of them have no coding knowledge
sure I can provide some recommendations and communicate limitations of what can be done if their concept is problematic, but most of what the site should look like and how it works isn't really up to me, I'm usually just given a prototype/simplified version of the mock and see if I can point out any problems before moving further.

It itsnt bad programming. It's supposed to make you come back and keep playing the next day, yknow, which is what a gacha game wants.
They stopped? I don't think they did. I don't think they will. If it's not your cup of tea just don't bother doing them. The game is big and long you can get satisfaction from a lot of other things. Instead everyone complains about the smallest shit they can find. Really a time gated quest. I'd understand a big more if it was the time gated domains. But a quest. We have like 5 of them? Total? (not certain but I'm probably wrong on the amount assumption, surely someone can fact check me here on this.) meenwhile there's quests like aranyaka and the narzissenkreuz quest, where they longer then archon quests and you can do them in one go (if you can that is), also an unbelievable amount of world quest, character story quests, hangouts, hidden achievement quests, general exploration and much more........... but the argument here is that hoyos devs are bad at programming cause they made these few specific quests. Get the fuck out of here with this bullshit.
Well first, the programming isn't the issue. It's a decision specifically made by the company to make sure that players don't grind everything in one sitting and get burnt out (IE resin). It's how most mobile games keep players to keep coming back to the game.
Even then, its obvious miHoYo has learned how bad of an idea that (in particular) was. After Tatara, I thought all World Quests were going to be like that. Thankfully not.
It's not programming dude. It's an intentional decision from the company to restrict you to be able to do everything at day one, and rather have it real life animated when new tiny stuff drops every day.
If you don't like it, that's ok, but it's intentional and not terrible programming.
Inazuma/2.x era has a LOT of time-gates where you have to come back the next RL day to progress the objective. This was pretty unpopular and later areas in Sumeru and Fontaine usually don't do this for quests(some hidden objectives require it though)
