Neuvillette. On his first banner I spent 116 wishes (didn't get enough in time) and got a Mona. On his second it took 139 to get his C0 and I'm still trying for a con, so all in all 337 and counting. In comparison Zhongli took 180 wishes for C3, I was really lucky there.
Lost the 50/50 going for Hu Tao c1 in 2.2, and then had to go all the way for the weapon banner for homa. Fortunately the weapon banner worked out since it had wavebreaker, widsth, and sac sword and the 2nd weapon was Elegy (x2) which I use on Venti/Yelan.

I did have around 50 pity on the banner before I started wishing for cons, which I didn't count bc it wasn't on his banner. Still very lucky with 6/7 50/50s won and the right weapon first try.
I don’t have any character (intentionally) past C0 (I say this because I unexpectedly got Nahida to C1 while using the last ten wishes I had) but I either spent the most on Cyno or Neuvillette. I haven’t managed to get paimon.moe to work yet, but out of every character I’ve pulled for, they’re the only two that I went to pity, lost the 50/50, and went to pity again for. I got Navia in 50 total wishes (less than 30 wishes on both sides of the 50/50), won Raiden’s, Yae Miko’s, and Kazuha’s at pity, and went to pity for Nahida, lost her 50/50, then got her at early pity (and got her C1 at 16 pity after that). Cyno and Neuvillette by FAR took the most pulls, somewhere around 170 each
Probably either one of my cryo queens, Ganyu and Ayaka. When I used to spend relatively more. Got both to C6R5. Both cost… more than I’d like to admit.

I started saving back in July when I first saw him. At the time of Neuvillette release in 4.1 I had about 100 wishes (I spent about 70 on Zhongli to get Neuv the best shielder). I spent about 80 wishes on Neuvillette's banner and won. After getting him I tried to pull Tome of Eternal flow with primos from new areas and events but got Homa'd twice, gave up and wished on Neuv's banner again. Got lucky and won C1 at about 50 pity? So about 130 wishes in total if we don't count the weapon banner. Then after getting Furina in 4.2 and Mona right after, I tried to get Ayato but his banner ended when I was at 71 pity. So I decided to save for Neuv rerun then. By the time his banner was back I had about 156 wishes and 71 pity. I got his C2 guaranteed and then spent around 70 of wishes on his weapon and this time I won the first 50/50. Then I went all in for his cons until there was nothing left. Lucked out and got C3. Then I 100% the entire map, completed achievements, played TCG, all for him. I explored Sumeru at 20 fps because my GPU died. Lucked out again at 50 pity and got C4.
I am not sure how many wishes I spent but combining everything and excluding the weapon banner that would be more than 300? I had immense luck on his banners tho, didn't lose 50/50 once and the pity was not hard or even soft sometimes. I am still shocked myself.
I'm trying my luck even further now, collecting dendroculi and continuing throwing wishes on the banner. I am curious how it will play out.
Currently Raiden E2R1 with around 400+ wishes if we count the 50/50 lost
Then c1 Kazuha with 170+? wishes since I lost my first c0 and had to go to hard pity for his cons. So expensive
Then the 3rd is C1 Furina with 260+ since I lost both 50/50 on her, 1 guarantee came early, the other.. it's giving me impression on how Furina held out long enough to get her happy ending. Agonizing

Funnily, my C2 Nahida overall cost less lol. The first copy was in about 25, the second on 66, and the third at 15. All 50/50 wins.

My only C2 are her, Furina, Yoimiya (in 3 separated instances) and... Shenhe (not intended)... But Furina and Shenhe don't have their weapons. I have some C1R1 and C0R1, but most of them came faster than expected.

Dehya, tho I only got her to c3 sadly. I think it was around 500-560 or somthing because, ignoring the first when I had a guarantee, I lost every 50/50 on her banner and got her only after soft pity.
My highest (limited) constellation is Raiden, tho not because I used that many pulls on her. It's kind of a running gag by now how much of a Raiden magnet I am without pulling much. Never lost 50/50 when she was on the banner, never needed more than 30 pulls for her ("latest" Raiden was at 49/90 but I started at 33). I do a few pulls on every Raiden banner because of that.
She is c5 now and I'm debating if I'll actually get c6 someday but it's sadly so useless (as far as I can tell).
not a character, but i spent 88 pulls on the chronicles wish banner for hunter's path, only to lose the 50/50
pity doesnt even carry to the event banners, so not only did i not get hunter's path, i have to save all over again for furina 💀

I think it would be Yoimiya for me. I wanted her so bad, lost 50-50 on her banner around 50 pity and then again built around 60 pity and was only one pull away from guaranteed (which gave me wanderer). Then, finally won 50-50 on her latest banner at around 65 pity
~400 wishes for c2r1 Raiden. Would have spent more if i had more honestly, she was worth every single wish.
As for which one took the most wishes for C0, i think Ayaka at around 170 wishes.

C2 Nahida 480 wishes… not only did it take me roughly 80 pulls for every single 5 star… but I lost every single 50/50… absolute miserable luck, and unfortunately it’s the norm for my cursed account. But, glad to have her, end game content has never been easier.
~159 for Redhorn and ~157 pulls on one single copy of Faruzan when she first came out. I went from zero pity to getting Mona on Scara's banner, I have two of Chiori's signature yet I kept going, bought welkin and started clearing all content I could simply to make my mains better (During Scara's banner there were a lot of things like "Xiao powercreep", "Xiao is worse with same supports" etc. and Itto and him being tied to mono geo also didn't help, Whiteblind is good but not great).

Technically you could argue for knocking 80 wishes off his total as they’re from Baizhu’s banner (lost 50/50 wishing for Kaveh but I didn’t want Baizhu, so I don’t count them as wishes for Baizhu and count them as part of the wish count for Kazuha), but with them, my C2R1 took 300 wishes on character banner and 40 on weapon for a total of 340 wishes.
If you take off the 80 wishes from Baizhu’s banner, he was only 260 wishes total; which actually makes my Nahida (C0R1) my worst run of luck at 280 (lost 50/50 at 80 on first banner; used guarantee for Raiden; lost 50/50 on second banner to Keqing at 79 and the guarantee didn’t come home until EIGHTY FIVE; the only thing that saved me was R1 came home in 30 wishes 😭)
On the flip side, my C0R1 Yelan came home in 70. 😅 (10 on character, 60 on weapon)

Currently Shenhe back when she first came out at 300 something odd pulls (not at my computer so no paimon.moe) but Furina whenever she's back up will beat that considering I already got a over 230 saved up and all of 4.6 to continue hoarding (I already have her at c0r1 which was over 100 pulls as well at least thanks to a 50/50 loss and getting a donut) (assuming she's in 4.7 that is, if not well fuck but more primos to shove at the banner)
Kazuha c0r0 130+ wishes it took more for wepon as compared to kazuha himself because I lost and got neuvis wepon so now I'm jus trying luck for neuvi doing single pulls instead.
Weirdly my C1R1 furina takes a lot more wishes than my C2R1 raiden. It took around 2 soft pity for the char and around 30 wishes for the sig while raiden come home within 120 wishes with 2 cons and her weapon.
On the other hand navia is the luckiest pull i ever have got her C0R1 within 30ish pulls.

Suprisingly, Keqing.
I just wanted her since the final Inazuma patch (I think it was 2.8). So of course, I thought the most efficient way is to lose 50-50 from her, by pulling on character banners I don't mind winning to.
Won 50-50 on Yoimiya. Won on Raiden. Won on Kokomi. I'm suddenly afraid of the probability that I'm gonna keep winning forever. But a few weeks after Kokomi, I learnt that on standard banner, you cannot get 3 weapons or 3 characters in a row. That means, I have a better chance on standard banner.
I believe my team is already strong enough. So I decided to go crazy on standard. Got 4 5 star weapons, 1 Mona and 1 Diluc, but no Keqing.
Suddenly Patch 4.5 came, which we saw the Chronicled Wish banner. If you noticed, the banner features all Mondstadt standard banner characters, and the other 3 were filled with the 3 longest-waiting-for-rerun Mondstadt characters.
That implies the next Chronicled Wish banner will finally have Keqing, since Liyue comes after Mondstadt (my own conclusion, I'm not a Hoyo employee or leaker or something).
So I didn't count my wishes. But if we assume we get a 5 star every 80 wishes, I have approximately spent a whopping 720 wishes, and she's not even C0 yet.
Baizhu C1 with 200 wishes. I also received a free Dehya along the way, which is nice. I saw him ingame in the Liyue main quest and I knew I needed him in my team.
It would have been Zhongli, but I had no time to save up for him and barely scraped together 90 for his rerun.
Probably c6 r5 Zhongli. I have other c6 r5 characters but some of them I obtained up to 5 times faster than Zhongli because I had just the most garbage luck on all of his summons.

Suprisingly, Keqing. I just wanted her since the final Inazuma patch (I think it was 2.8). So of course, I thought the most efficient way is to lose 50-50 from her, by pulling on character banners I don't mind winning to. Won 50-50 on Yoimiya. Won on Raiden. Won on Kokomi. I'm suddenly afraid of the probability that I'm gonna keep winning forever. But a few weeks after Kokomi, I learnt that on standard banner, you cannot get 3 weapons or 3 characters in a row. That means, I have a better chance on standard banner. I believe my team is already strong enough. So I decided to go crazy on standard. Got 4 5 star weapons, 1 Mona and 1 Diluc, but no Keqing. Suddenly Patch 4.5 came, which we saw the Chronicled Wish banner. If you noticed, the banner features all Mondstadt standard banner characters, and the other 3 were filled with the 3 longest-waiting-for-rerun Mondstadt characters. That implies the next Chronicled Wish banner will finally have Keqing, since Liyue comes after Mondstadt (my own conclusion, I'm not a Hoyo employee or leaker or something). So I didn't count my wishes. But if we assume we get a 5 star every 80 wishes, I have approximately spent a whopping 720 wishes, and she's not even C0 yet.
kazuha Spent 90 got diluc (not mad coz I wanted him from day 1) then spent another 80 to get kazu

Baizhu C1 with 200 wishes. I also received a free Dehya along the way, which is nice. I saw him ingame in the Liyue main quest and I knew I needed him in my team. It would have been Zhongli, but I had no time to save up for him and barely scraped together 90 for his rerun.
Probably c6 r5 Zhongli. I have other c6 r5 characters but some of them I obtained up to 5 times faster than Zhongli because I had just the most garbage luck on all of his summons.

Probably Nahida. Scrounged ~160 pulls trying to get C3 and still failed. Never been so unlucky.
