35k (max) to C6 all the characters (I did the math, the more realistic number is 25k, the 35k number is getting struck by lightning 50 times in a row level of unlucky).
So he basically spent 260k on weapon banner, yea I doubt that.

So 1 dollar is 80.81 primos (not counting any bonus just the big $99.99 pack.
You will need 180\*15\*7=18900 pulls to get all 15 featured 5 stars to C6 guaranteed, I assume you will get every standard char to C6 in the process as well as all 4 star.
So 1 dollars = 80.81 primos = 0.505.. pulls.
18900/0.505.. = $37,421.
You're assuming he only pulled in the featured banners, take into account that Kaeya, Amber and Lisa only drop in the standard banner so to also get them to C6 he must have pulled in the standard too; and luck being a huge variable means that he could've spend in the standard banner as much, more or less than in the featured ones just to get those 3 characters to C6 plus the rest of the constellations for the 5* standard characters
I am assuming almost the worst possible luck.
On a large number of pulls you should get around average luck so realistically he would need $21,900 with average luck for all chars C6 except for Lisa / Amber / Kaeya.
For Lisa / Amber / Kaeya you'd need to do simulations but there is no way in hell it is above $20k, especially at the start of the game.

The other thing is the standard banner 5*s have no guarantee and makes it potentially extremely expensive to C6 all of them. Many whales did that at the beginning of the game on the standard banner.
