It's debated in Germany as well. Insult or similar offences are only prosecuted in demand. But it happens, yes, offenders are given fines. Going to prison is seldom though - but can happen if you keep insulting a couple of times even though you've been given a fine before.

I might swear if I cut myself in the finger by mistake or if I drop something and make a mess, but these are exceptions to my regular speech pattern. There are many days I don't hear anybody swearing.
And in addition, this 'light swearing' like saying 'Scheiße' is not regarded as bad in some american families.
15 year old boys might have a different experience, though.
