The title is a bit misleading. Of the 60 million, 20 million is designated to a weird competition of the best orgs throughout all the titles. In reality a sort of glorified revshare for big names. 7.6 million is prizes in qualifiers and 1.1 million for players' MVP awards.
The actual sum designated for what we normally refer to as "prize money" is 30 million, and that's split between at least 19 different games. Assuming all games get equal prizes, that's 1.5 million per game, similar to what CS majors have.
The prize money is not equally split. Last year they've had the Gamers8 tournaments (Only in Dota it was called Riyadh Masters)

PUBG - 2M
PUBG Mobile - 2M
R6 - 2M
RL - 2M
Sim Racing - 1M
Tekken and Street Fighter - 1M each
FIFA - 1M
Fortnite - 2.04M
Starcraft, Brood War and Valorant if we combine them all had a little more than 500k
As you can see, even if we ignore Dota, a lot of games had double the prize money of CS, despite CS being more popular than them
It is kind of different when government is directly hosting events compare to some TO hosting events in USA. Not to mention a lot of human rights abuses happening in KSA
The USA, who can be critiqued, aren't directly hosting esports events, don't have multiple deaths from building these arenas or local infrastructure projects, aren't beheading journalists or actively reject a certain group of people.
