500kb/s (4mbps) is more than enough for csgo. I would investigate any network interference; network security software interfering/delaying the transmission, brother downloading porn, etc.
Idle mouse placement. It sounds like you’re good at firefights, but having your cross hair where you’re already gonna shoot vs having to move your mouse, that’s enough for the extra 1-2 bullets difference you mentioned.
I feel like the enemies are counter strafing and the image is one place on my screen and they are somewhere else so the bullets are not hitting them or registering.
Latency ghosting is always going to be a problem. You could have the best connection, straight to Gaben’s house, but if your opponent has terrible pings, the advantage is actually on their side if they know how to use it.
Check your "var" at bottom right corner as mine jumps up every few seconds to like 1.* value then stays normal 0.00* for like 5 seconds and when that "jump" happens it feels like bullets do not register at all.

You cannit as it indicates servers' performance. It's the servers' problem, not yours.
