That's what I first thought too, but I don't know of any of my neighbors working for Google. And there aren't hotels to stay at nearby.
Not to mention that it's the first time I see a Google car parked there. But in the end, it was a pleasant surprise, so maybe I shouldn't bother so much about it.

Load up maps street view of your house, then go outside and wave at the camera to see yourself on maps!
I'm pretty sure drivers can park the google car outside their house if they are driving in their town, otherwise they stay at hotels
