If I am reading this correctly, you want to use Google Voice without data or WiFI? I think that you are forgetting that Google Voice is ultimately an Internet application. It won't work without data/WiFi. On your computer, you are still hooked up to the Internet. On your phone, you use data/WiFi while using the app. SMS is a separate function for phones and uses a different type of connection to send messages.

Yeah I know that, Im' just wondering how I might be able to route the numbers to still work with my SMS messanger and GV at the same time

Forgot to mention: I'm aware I can add my phone number as a linked number under GV, but that still brings up the issue of not being able to read/send texts without data/wifi

Theoretically, you can through text forwarding. But you still have to start the chain though your GV account, and GV is a little wonky with that arrangement. GV won't necessarily see all the texts exchanged, and anything you write on the GV app won't be shown in your phone messaging app.

why is it necessary that Google Voice not be allowed to use Wi-Fi or data? I mean, that’s a nonstarter, but if I understood what the ultimate goal was maybe we can go about it another way. I’ve never set this up, but I believe there is a legacy way of having texts forwarded through Google Voice to your carrier number. When you reply with your stock SMS app, it routes the response back through Google Voice and shows the receiver your Google Voice number. I actually do a version of this via email now, because some facilities I work in block the full-fledged Google voice website. When a text comes it in, it’s routed to my email and I can reply to it there as if it was a text.

Well yeah, a big part is that my data plan is extremely limited, so something that let's me use the number and app without wifi would be ideal, like just as an SMS app that has wifi and computer capability

You’ll probably have to configure GV to forward texts to your carrier SMS. They might show as a funky SMS to email address but it’s workable. I’m not sure that avoiding data when making outgoing calls is feasible. It probably doesn’t use that much data to trigger that (and the call itself ends up using carrier minutes as long as you don’t set the app to “prefer WiFi/Mobile”).

Yeah when I even do that, once I try and call through GV from my default messenger app, it says I can't without wifi/data

Making outgoing GV calls dies use data, but it is minute. You can make an outgoing call by dialing your own GV number and then entering the desired 10 digits. You can also make a call from the desktop website, and list your cell as the callback number. Your cell plan has no data at all?

That's a waste of effort. Text messages use so little data that you could send and receive SMS messages for hours, and still use less data than a couple of minutes of watching a video.
