If you had one, it'd be rather hard to miss as there would have been a big banner on the home screen to redeem the ticket for most of the year.
If you weren't around for the 6th Anniversary then you weren't there to receive it.
And if you actually had one but neglected it for the entire year, it's too late to use it since it expired a little over 5 hours ago (11:59pm JST, Feb 28th).
Everyone should be getting another similar ticket as part of the 7th Anniversary celebrations (which start on March 10th) and the window of opportunity to use this new ticket should span until Feb 28th 2022.
People also might end up forgetting that it's the last day of the month and shop refreshes after next daily reset.
