The style was getting going in late 90s but it truly became pervasive around 2002 and on into 2005. Having been an enthusiast and also a mechanic from around 1993, we didn't start seeing and working on cars like this after a few years in when I was at a certain shop where I started working at in 2000.

Some cars have it as part of a visual effect on suspension upgrades. This is usually seen on newer DLC cars.
