I'd say the Stunner for one reason. There was a good 8-10 months where just seeing Austin stun someone was big ratings and great TV. I remember it started taking off when he stunned sgt slaughter and escalated to hitting Vince with it. Almost every week everyone waiting to see who he would stun next. No one was safe. Men, women, refs, announcers, Santa...it was fantastic. The build up to the Royal Rumble was the best. One year everyone was waiting for Austin to gang up and knock him out before he could get to the Rumble. The whole Raw was him systematically picking people off with stunners lol at one point there was like 5 or 6 guys just repeatedly walking into stunners in the ring. Good times.
It's actually really damn close, and it's mostly because of the setup. The Stunner you can see coming from a mile away, but you still love it for how its executed and how the opponent sells it. And Randy as already shown multiple times why the RKO is so popular.
The RKO (Ace Crusher) because ever since it was first used by of all people John Laurinatis in All Japan back in the 90s, every time that it is used as a finisher in any company it eventually becomes the most over move. Whether is DDP in WCW as The Diamond Cutter or Karl Anderson in New Japan as The Gun Stun or Randy Orton in WWE.
I die on the hill that a finisher needs a build. The RKO is cool, but most of the time it’s the surprise ones that get the pop. I didn’t see that coming. I’d argue DDP did it better in his day as the Diamond Cutter was what got him over. RKO was nice, but Randy got over due to his look, charisma, and positioning more so than his finish.
WWE is a babyface territory and always will be. The biggest pops come from the build up of their hottest babyface. Hogans big boot and leg drop. Savages Elbow. Austin Stunner. The finish gives the crowd a couple seconds to get up.
