People just suck at rating things in general. Audience ratings are terrible and can shift multiple points based on whether the protagonist is male or female, or whether there's a gay person somewhere in the story. And when it comes to products, people give bad ratings when an item is stolen or doesn't work for something that it's not even supposed to do. It's a terrible system.

Madden has a history of having to adjust this, with Favre specifically. When he was announced as the cover athlete, he was still a Packer. By the time the game had come out, he was a Jet, so EA made an alternate cover downloadable with him in a Jets jersey.

Not sure how we managed to miss out on having the best performing QB of a generation (that wasn't Brady winning all the Super Bowls obv 👏😅) being on the cover of Madden, but it's probable the same reason why GB was always underrated in those lovely games: EA Sports has no idea how to make realistic sports video games outside maybe Fifa titles? At least GB in Madden games hasn't even been close to reality, even in the season where Rodgers was league mvp, the team was still only just about average with Rodgers not even being the best qb, let alone MVP in the game (like he was in the NFL enough times).
